66 -- ADVANCED ULTRASONIC INSTRUMENT FOR PRECISION MEASUREMENTS SOL 52RANB50C054 DUE 061095 POC Marilyn Scherer, (303) 497-3657 In the absence of other qualified sources it is the intent of the National Institute of Standards and Technology to purchase one RAM 10000 ultrasonic transmitter/receiver system from RITEC Research Instrumentation, 30 Coronado Road, Warwick, RI 02886 under ''other than full and open competition'' procedures, pursuant to 41 U.S.C. 253(c)(1) - only one responsible source. The RAM 10000 unit will be used in a variety of high-precision ultrasonic measurements. The measurements require an instrument which can: measure resonant frequencies, absolute and relative phases of ultrasonic waves. Precisions of order of ppm are required; it must provide high-power output, have a bandwidth of about 0.25 MHz - 17.6 MHz; must operate under computer control in user- friendly fashion; must provide graphical output of relative phase and amplitude measurements, and it must have phase and quadrature channels, as well a broad band amplifier with adjustable gains and filters. Software must operate in MENU environment and be completely debugged. Software must allow user to rapidly adjust system parameters and modes of measuring and displaying transit time, velocity, frequency and attenuation, in both relative and absolute modes. It must provide means to suppress and/or calibrate out various artifacts which could degrade accuracy and precision of ultrasonic measurements. No other qualified source is known that can meet the Government's minimum requirements. Interested concerns must submit a written qualification statement that clearly establishes the firm's capability to meet the above requirements. This qualification statement shall be submitted to the individual and office cited above within 45 days from the date of this synopsis. This is not a formal solicitation. See numbered Note 22.
