The Air Force proposes to acquire Orbital Support Services for the U.S. Space Based Early Warning Systems Program Satellites. This effort consists of operation and maintenance of the TRW Orbital Test Station (TOTS) and DSP on-orbit satellite operations support. Required tasks include the following: defining the ground processing requirement for operational satellite telemetry, defining on-orbit operations procedures for each operational satellite, assessing the performance of operational satellites, recommending satellite protective procedures when satellite anomalies occur. (These procedures include defining work arounds, determining anomaly cause and providing recommendations to the design assembly and test organizations to preclude anomaly recurrence on subsequent satellites). Other efforts include providing technical advise for real time on-orbit operations such as battery management and station keeping, define and implement methods for reducing costs, improving efficiency or decreasing risks of operations support, maintain and operate all telemetry processing, video teleconferencing and voice circuit equipment at TOTS, maintain and operate the T1 five-line network from TOTS. The Government contemplates the use of cost-plus-award fee type basic contract for all services with four one-year options beginning 1 October 1995. The contract will be awarded under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, ''Only one responsible source and no other supplies or services will satisfy Agency requirements.''
