The NAVSTAR Global Positioning System (GPS) Joint Program Office (JPO) is soliciting offerors interested in producing GPS Versa-Module Europa (VME) Receiver Cards (GVRC). The intent of this acquisition is to provide the Department of Defense with a single card GPS receiver, in accordance with the NAVSTAR GPS Specification CI-GVRC-300 and the NAVSTAR Interface Control Document, GPS-ICD-156. The GPS JPO is planning to award a Non-Developmental Item production contract for approximately 900 units. All sources responding should have a DoD clearance or be eligible to obtain a DoD secret clearance. In accordance with national security direction, this acquisition will have restrictions for foreign-owned company participation. The foreign design, manufacture, assembly or test of hardware elements directly associated with cryptographic hardware or software will not be allowed. These aspects must be totally accomplished by a U.S. owned company. This will require the contract to be awarded to a U.S. firm. Foreign teaming, licensing and subcontracting is allowed, however, in order to comply with the above restrictions, participants must clearly demonstrate that cryptographic components and elements are clearly separated and auditable. The anticipated method of procurement is a Two-Step Sealed Bid. The formal Request for Technical Proposal and Bid Sample release is planned for mid - May 95 and bid sample/ technical proposal delivery in mid - July 95. This is not a solicitation for proposal/bid samples. This acquisition has been determined to be full and open competition.
