Shirley A. Lucas, 907/384-7205. Presolicitatin Notice: Furnish all
plant, labor, equipment, materials, supplies and supervision to perform
all the work, including work of an incidental nature, to repalce main
water line, service lines and appurtenances in specified family housing
areas at Fort Richardson, Alaska in strict accordance with the
technical specifications and drawings. The work requires the contractor
to provide and install all fittings and connections required to make a
complete and functional installation. This project includes, but is
not limited to the following work: Provide and maintain a temporary
water supply adequate to fully service all housing units having water
supplies interrupted by this project work; remove and dispose of
existing 8'' and 14'' asbestos cement (AC) pipe. Removal and disposal
of existing 2'' and 3'' galvanized steel service lines to 45 housing
units and disconnect existing fire hydrant laterals. Install 8'' and
14'' ductile iron pipe (DIP) including excavation, backfill,
connections to existing waterlines and fire hydrant laterals, valves,
appurtenances, surface repair, and seeding. Install marking tape;
electrical bonding of all main line joints, fittings, valves and
hydrants; and insulation in areas shown where depth of cover is less
than 10 feet. Installation of cast in place concrete thrust blocks and
supsport blocks at all elbows, valves, tees and fire hydrants. Install
2'' copper service lines with main taps to the new DIP main, including
excavation, insulation, marking tape, backfill and surface repair.
Each service line shall have 2'' service clamp, corporation stop, goose
neck and service stop with valve box. Provision of alignment
adjustments and mechanical joints in locations where sewer and storm
drains cross the water main and sevice lines. Provide sectional
replacement and concrete encasement of sewer line at crossing location
indicated on the Contract Drawings. Disinfection and testing of all
waterlines affected by work prior to returning them to service.
Contractor will repair or replace all existing landscape work, curb and
gutter, concrete sidewalks and pavement disturbed by consulttion. The
contractor shall determine the exact quantities and configurations
required to complete the work with materials and installation in
accordance with the contract specifications. Two (2) option items will
be included that the government may exercise for work on additional
street locations. Performance shall commence within 10 calendar days of
Notice to Proceed and be completed by 31 October 1996. Plans and
specifications are projected to be available upon request by 29 May
1995. This solicitation is issued pursuant to the Small Business
Competitiveness Demonstration Program and is open to large and small
business participation. Magnitude of construction is between $1,000,000
and $5,000,000. The Standard Industrial Classification Code is 1623.
Funds are not presently available for this acquisition. No contract
award will be made until appropriated funds are made available from
which payment for contract purposes can be made. All responsible
sources may submit a bid which will be considered by this agency.
