Rappaport, Contracting Officer. As described in item 8, consisting of
the purchase of engineering services, hardware and software
maintenance, test support, and supplies, i.e., repair parts.
Nomenclatures of the ground stations to be supported are: (1) the
AN/TSQ-132(V) 1 Target Acquisition Subsystem (AKA Interim Ground
Station Module (IGSM)); and (2) the AN/TSQ-132(V) 2 Target Acquisition
Subsystem (AKA Limited Procurement Urgent (LPU GSM)). A
non-competitive negotiation is proposed with Motorola Inc., Scottsdale,
AZ. Motorola is the only contractor who possesses the requisite
in-depth technical expertise, experience and technical data. The RFP is
scheduled for release on or about 1 Jun 95. The Government has no way
of evaluating any substitution for services or support already being
provided. The contractor shall provide support for the JOINT STARS
GSMs. Support will be for 8 IGSMs and one training IGSM, 5 LPU GSMs,
and 1 DSSE. Life Cycle Contractor Logistic Support (LCCLS) for the LPU
GSMs, and IGSMs consists of Depot supply and Maintenance support,
Field Engineer support and Development Software Support Environment
(DSSE) support. The U.S. Army Communication Electronics Command (CECOM)
has established an Electronic Bulletin Board (EBB) to provide
electronic transmittal of Request for Proposals (RFPs) and Invitation
for Bids (IFBs) from Government to Industry. All interested parties
wishing to do business with CECOM are invited to access, operate, send
and receive data from the CECOM EBB system. To become a user of the
EBB you will need an identification code and password in addition to a
computer terminal equipped with the necessary hardware and software to
interface with the EBB System. Detailed information regarding system
requirements is contained in U.S. Army CECOM EBB User's Manual. A
User's Manual, Identification Code and Password will be issued upon
request. All requests must include 1) Company name, 2) point(s) of
contact, name(s) and title(s) 3) return address(es), and 4) telephone
