material, and equipment necessary to perform dockside repairs of the
USCGC WHITE SUMAC. All work to be performed at the vessel's homepier at
600-8th Ave. S.E., St., Petersburg, FL. Period of performance is
twenty-eight (28) days. Availability is scheduled for 28 August 1995.
The solicitation will be issued on or about 24 May 1995. The minimum
amount of work to be performed includes: Inspect, overhaul, test weight
handling equipment, Fabricate two winch wire rope guards, Repair
mooring bitts, Test padeyes and link assemblies, Renew chocks and
cleats, Renew buoy deck pipe railing, Install overhead and bulkhead
sheathing, Temporary logistics. Additional items which may be awarded
during the availability include, Welding repairs, Ultrasonic testing,
and additional temporary logistics. The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization has
programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Leading Program (STLP) at prime interest rates
up to $500,000 per contract to provide accounts receivable financing.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $500,000 per contract. DOT provides
an 80 percent guaranty on the bond amount to a surety against losses.
