407-380-4096. The Army Simulation, Training and Instrumentation Command
(STRICOM) and the Naval Air Warfare Center Training Systems Division
(NAWCTSD) have a requirement to provide hardware and technical support
to the Joint Readiness Training Center (JRTC) in support of the
Advanced Warfighting Experiment (AWE). The period of performance for
this one-time support is six months, during which the Army will conduct
the AWE from 9-23 November 1995. The effective period of performance
will allow time for coordination, installation and verification prior
to the experiment and support for refurbishment of equipment plus any
reporting necessary. AWE is a four-phased experiment which will measure
synergistic warfighting effects, of which phase III will be at JRTC
during Rotation 96-02. This effort is to be sole source procured from
the JRTC Instrumentation System development contractor, Cubic Defense
Systems, San Diego, CA. Effort shall include hardware and technical
assistance to support the execution of the AWE by utilizing 325 Data
Communication Interfaces (DCI) and the necessary Range Data Monitoring
System (RDMS) and the Range Monitoring and Control Subsystem (RMCS)
equipment, which are being developed under the Cubic Defense Systems
contract, to connect the Personnel Detection Device (PDD) and Vehicle
Detection Device (VDD) to the Core Instrumentation System (CIS). The
Government does not have the descriptive documentation to convey the
engineering performance characteristics or physical configuration of
the JRTC-IS. No technical data/drawings are available. Sole source
authority and justification is Federal Acquisition Regulation (FAR)
6.302-1, only one responsible source. Respondents to this notice should
submit, within 15 days after publication in the CBD, a statement of
capability to determine their responsibility. No RFP is available. See
