Department of Education (ED) modifies the previous presolicitation announcement (originally released April 11, 1995) concerning the Electronic Performance Support System (EPPS) RFP. ED no longer requires a software package for the employee-relocation work process, and has modified the work statement accordingly. Furthermore, ED invites potential offerors to review the EPSS work statement on the ED Bulletin Board (BBS) in order to have a more complete understanding of the requirements. Work statement COMMENTS may be submitted by fax, mail, telegram, or Internet. Faxed COMMENTS should be submitted to Cary Easterday at (202) 708-9964. Written COMMENTS should be sent to the address given above. Internet COMMENTS should be sent to ''cary_easterday@ed.gov''. The BBS has no pre-registration requirements or user charges (except for long distance telephone costs). The BBS number is (202) 708-9950, There are four 14,000 bps modems with setting of 8 data bits, 1 stop bit, no parity. To log on the bulletin board enter First Name, Last Name, City, State, and Password (New users will create a password when logging on for the first time). After logging on: (1) proceed to the Main Menu and select the EPSS Option (2) at the bottom of the EPSS menu, type D EPSS.SOW to download the work statement (3) select a download protocol (Xmodem, Zmodem, etc) for the BBS (4) and select the same protocol on your PC to begin transferring. The draft work statement is in WorkPerfect 5.1 format. Internet users can connect to BBS via telnet a fedworld.gov. Once on Fedworld, preceed to Research, Technical, and Education Mall Gateway and connect to BBS #110 (ED Board). For BBS problems, call Terri Wood, George Wagner at (202) 708-9804. ED requires a EPSS application (software package) to support ED employees in the performance of the grants negotiation work process. The software package may include such components as Infobase Development Tools (including computer-based reference systems and electronic document systems), Interactive Training Development Tools, and Advisory Systems Development Tools (including procedure-based expert systems shells and knowledge processors). ED also requires corresponding software package maintenance/enhancements, software package maintenance trainging, and training to identify and assess other potential ED work processess to apply software packages. The contract period of performance shal be from date of award through twelve months from the date of award. RFP-95-026 shall be issued on or about June 5, 1995.
