Phone (206)396-0227. Navy Housing Development Program. The Navy is
seeking a general partner for the development of private-sector housing
that is attractive and affordable to military personnel in the vicinity
of Naval Station Everett, WA. Section 2837 of Title 10 USC authorizes
the Secretary of the Navy to invest as a limited partner to stimulate
the availability of private-sector housing as an alternative to
military construction. The Navy may invest up to 35% of the total
development costs depending on the terms which the general partner
offers in collateral incentive agreements that will ensure sustained
availability of housing for military personnel. The general partner
will be responsible for acquiring and developing property per local
planning considerations and building codes. The Navy desires an
incentive agreement for the rental of, at least, 200 3 and 4 bedroom,
2 to 2-1/2 bath homes. Incentive agreements involving both rental and
sale units may be considered. Multiple awards for smaller quantities
are feasible. Developers are encouraged to offer floor plans and
features normally found in their regular portfolio of housing designs.
First, interested developers will submit a statement of qualifications
to be evaluated on the basis of criteria such as the following:
Experience in developing, managing and maintaining similar projects,
including the ability to perform within budget and on schedule;
financial capability; financial performance of completed projects; and
design quality of recently completed projects. Second, qualified
developers will be invited to submit proposals to be evaluated on the
basis of certain factors, which may include: Long-term value of the
Navy's partnership interest as compared to the initial investment in
the limited partnership; proposed mix of units within the proposed
project and the number of units available to Navy personnel on a
preferential basis at affordable rates; quality and life-cycle costs of
proposed development; quality of design; and proposal risk assessment.
After evaluation, the Navy will select that proposal which is most
advantageous to the Navy. The successful proposer will be given an
adequate period of time to complete the partnership documents, acquire
the necessary real estate interests, and obtain appropriate financing
commitments. Copies of the RFP will be available by written request
only on or about June 26, 1995. Navy Industry Forum. Target sites for
Navy housing development projects include, but are not limited to
Southern California, Florida, Mississippi, Texas, Virginia, and
Washington. An industry forum will be held on May 25, 1995, at Embassy
Suites Hotel, Alexandria, VA, from 9:00 am to 1:00 pm for the purpose
of discussing Navy initiatives regarding limited partnerships and
