Force is acquiring a software program to track and report various
medical statistics at worldwide Air Force hospitals and clinics. This
Quality Indicator Program (QIP) shall provide each participating Air
Force Medical Treatment Facility (MTF) with valid standardized clinical
quality outcome measures that allow them to analyze their performance
on an ongoing basis against a comparative norm. These measures shall be
both inpatient and outpatient. Examples of performance measures would
be a basic set of indicators; mortality rates, cesarean section rates,
surgical-wound infection rates, unscheduled readmission rates,
unscheduled admissions following ambulatory surgery rates, unscheduled
returns to the operating room rates, unscheduled returns to the
special care unit, and a set of ambulatory indicators; unscheduled
returns to the emergency department, patients in emergency department
more than six hours, X-ray report discrepancies, patients who leave the
emergency department prior to completion of treatment, and cancellation
of ambulatory procedures, endoscopies and cardiac catheterizations. The
contractor shall provide and maintain computer software for the HQ
AFMOA/SGPC, major command and each participating AF hospital to manage
the outcome measures. A basic contract with four one year options
exercised at the sole discretion of the Air Force is contemplated. The
contract will be a firm fixed price type contract. The solicitation
