Officer, (505) 846-6898. The Air Force Phillips Laboratory, Kirtland
Air Force Base, New Mexico is seeking potential sources to acquire
services to be used on a terrestrial, 128Kpbs state-wide
telecommunications link between Phillips Laboratory and New Mexico
educational institutions, state-wide industries and the New Mexico
state government. The service, besides providing state-wide
connectivity, also provides connectivity to Sandia National Laboratory,
Los Alamos National Laboratory, educational institutions within the
state of New Mexico (including the University of New Mexico and New
Mexico State University) and the Internet. The contractor shall provide
gateway access to the state-wide network and maintenance during the
period of performance, as well as evaluated optional features (EOFs)
which could be acquired at any time during the contract to provide
greater capability. One EOF is to obtain additional bandwidth, the
128Kpbs link would be replaced with a T1 or 1.544Mpbs link. Another EOF
would allow the laboratory to upgrade to ''full node'' status on the
network, which would provide expanded services, such as video, to users
of the network. The proposed contract is for a one year basic period
and four one year option periods. The contractor shall provide a
minimum 128K circuit to PL. The contractor shall provide the Channel
Service Unit/Digital Service Unit (CSU/DSU) equipment and the circuit.
The equipment shall use RS449 or V.35 standard interfaces and shall
allow direct connectivity of government owned Data Terminating
Equipment. PL shall provide a Cisco IP router at PL building 498, the
contractor shall provide a port on the Cisco IP router at the
contractor's facility. The service shall have a login service to
authenticate users and allow access into the network. A menu shall
direct PL users to resources reachable via the network. Telnet and FTP
protocols shall be available menu items. The gateway shall also
provide audit trails and log files of users connecting to the
contractor's resources, networks, and other gateways accessible by the
network. PL shall provide the contractor with user identification
information. The contractor will set up all accounts on the gateway.
The gateway shall support a minimum of 32 simultaneous users and a
minimum of 100 user accounts. The contractor shall also provide
Internet connectivity to the National Network Infrastructure (NNI). The
contractor's connectivity to the NNI shall be greater than or equal to
10 Mb/s. The contractor shall provide routing through the Phillips
Laboratory connection to the NNI for any and all networks so requested
by Phillips Lab. Maintenance of the minimum 128K circuit and the
CSU/DSU shall be the responsibility of the contractor. The contractor
shall provide a hot-line service in order to respond to trouble calls
during the period 0700-1700, Monday through Friday, excluding
Saturdays, Sundays and holidays observed by the government. The
contractor shall maintain all equipment at the acceptable level of
performance. The contractor shall provide all personnel, equipment,
tools, and any other items or services necessary to perform
maintenance. Response time shall not exceed two hours. The government
will require a Statement of Capability, not to exceed 30 pages,
excluding resumes, which demonstrates the offeror's past experience in
telecommunications services and capability to successfully provide the
services described above. Offerors shall provide resumes which
describe, in detail, the training and past experience levels of program
managers, service technicians and technical support personnel proposed
to provide this service. Minimum personnel experience levels are five
years for program managers and two years for service technicians and
technical support personnel in support of a similar telecommunications
effort. Responses with supporting technical data/documentation are to
be submitted to Phillips Laboratory/PKOE, ATTN: Ms Elizabeth Sanchez,
2000 Wyoming Blvd SE, Kirtland AFB, NM 87117-5606 no later than 9 June
95. Firms responding should indicate if they are a Small Business, a
Socially and Economically Disadvantaged Business, an 8(a) qualified
business, or a Woman- owned Business. For the purposes of being
considered a small business the following applies: SIC Code 7379, Size
Standard $18.M million. The Government reserves the right to set this
acquisition aside for Small Business, SBA 8(a) Program, Small
Disadvantaged- Business, Historically Black Colleges or Universities
(HBCU) or Minority Institutions (MI) based upon known sources and/or
responses to this synopsis. Firms responding should indicate whether
they fall into any of these categories. Foreign owned firms will not be

An Ombudsman has been appointed to hear concerns from offerrors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
address concerns during the proposal development phase of the
acquisition. Potential offerors should used established channels to
request information, pose questions, and voice concerns before
