A -- DESIGN, DEVELOPMENT, FABRICATION AND DELIVERY OF GPS BASED TRACKING RANGE SYSTEM EQUIPMENT POC Lee Powell, Contract Specialist, 904/882-8601, Ext 317 Ms Tanya Lambert, Program Manager, 904/882-8601, Ext 352 Craig Pope, Contracting Officer, 904/882-8601, Ext 315. Design, development, fabrication and delivery of the GPS Based Tracking Range System Equipment. This announcement is a request for information to determine what industry would propose as a solution to meeting our requirements for a GPS Based Tracking Range System. Contractors shall deliver equipment to various Department of Defense and NASA ranges. The GPS Based Tracking System Equipment shall meet the following requirements: 1) shall be capable of operation in ballistic or tactical missile host vehicles subjected to 150 g acceleration, 150 g/sec jerk, and 30,000 ft/sec velocity, 2) shall provide real-time and post-mission GPS dual band (L1/L2) processing and secure signal transmission from host vehicle to ground-based tracking instrumentation, 3) shall provide for the secure transmission of host-vehicle-provided wideband telemetry information, 4) shall be capable of providing line of sight (LOS) and over-the-horizon (OTH) tracking, 5) under the maximum dynamics listed above, shall provide real-time state vector solution accuracy not to exceed 9.0 m horizontal position, 16.0 m vertical position, 2.0 m/sec horizontal velocity, and 3.3 m/sec vertical velocity, 6) under more benign dynamics (10 g/sec jerk), shall provide real-time state vector solution accuracy not to exceed 4.1 m horizontal position, 6.8 m vertical position, 0.15 m/sec horizontal velocity, 0.25 m/sec vertical velocity, 7) under the maximum dynamics listed above, shall provide sub-meter accuracy enhanced post-mission trajectory analysis. (8) shall be capable of detecting and eliminating unhealthy GPS satellites from the real-time and post-mission state vector solution, (9) shall be capable of all-in-view GPS satellite tracking, (10) shall be capable of real time processing of tracked vehicle state vector updates at a selectable 10 or 20 times per second for multiple host vehicles, (11) shall acquire and establish track of a vehicle with the dynamic vehicle tracking accuracies specified above within 3 seconds of launch without prior knowledge of nominal or actual vehicle position and velocity, (12) shall meet EMI/EMC requirements, (13) equipment mounted in the missile host vehicle shall be no larger than 10 cubic inches, (14) any ground-based equipment used for receiving/processing data from the equipment in a missile host vehicle shall be a maximum of 12 inches in height and be configured to mount in a standard 19-inch rack, (15) shall be designed as a turn-key system, (16) shall have the capability to record mission data for post-mission processing, (17) shall be .999 reliable, (18) shall have selective availability/anti-spoofing (SA/A-S) capability, (19) shall be capable of supporting host vehicle L-band patch (switching) antenna configurations, (20) shall be supportable under a two-level maintenance program, (21) shall be capable of being remotely configured and operated. A technical data package is not available. Interested sources must demonstrate the following capabilities: (a) Delivery schedule is of the essence, system must be delivered to support testing in 3rd quarter FY98, (b) Must have developed and utilized GPS based equipment in the support of ballistic or tactical missile host vehicle tracking, (c) Must have total system and product support capabilities (e.g. reliability, manufacturing and producibility, human engineering, logistics support analysis, training and technical manuals). (d) Must have proven capability to conduct formal program, technical, and test reviews (e.g. Preliminary Design Review, Critical Design Review, Functional Configuration Audit, Test Planning Working Group). (e) Must have a quality control and quality assurance system in place. (f) Must have an in-place field service organization to provide up to three years of product support for equipment delivered to Department of Defense ranges. The contractor shall provide on-call field engineering and technical support to the Government in order to operate and maintain the equipment located at the applicable ranges. The contractor shall supply all labor, services, supplies, support equipment, and technical data. Firms requiring associated data are to provide names of personnel requiring access and validate their capability to receive Scientific and Technical Information (STINFO) under 22 USC 2751 and 50 USC Appendix 2401. It is unlawful to export items containing export controlled technical data. All potential contractors will be required to obtain export control certification from the Defense Logistics Services Center (DLSC), Battle Creek MI 49016-3412, telephone 1-800-352-3572 in accordance with DOD 5230.25 prior to being provided access to unclassified (STINFO) data. Certification is accomplished using DD Form 2345, Military Critical Technical Data Agreement. This requirement for DD Form 2345 certification also applies to any subcontractors being given access to reproduced data by another contractor. It is not the intent of the Government to obtain proprietary information by means of this synopsis. Any hardware or services which the Government may elect to procure as a result of responses to this announcement will be announced separately. Closing data for submission of particulars is 15 days after publication of this notice. This synopsis is for information and planning purposes only and does not constitute an IFB or RFP and is not to be construed as a commitment by the Government. After statements of capability have been screened, an RFP may be issued to those prospective sources who, in the sole judgment of the procuring activity, have the potential to successfully fulfill the stated requirements.
