The U.S. Fish and Wildlife Service is seeking potential sources able to
meet the following specifications for a modular, floating boardwalk
that will be used to complete the proposed trail system at the Patuxent
Environmental Science Center, Laurel, Maryland. The Contractor will be
required to furnish and install F.O.B. Destination (1) a 5-1/2 ft.
wide by 225 ft. long with a 3-1/2 ft by 10 ft rest station, plus
2-3-1/2 ft. By 10 ft. Gangways with drop plates and aluminum 3 rail
railing throughout; (2) a 3-1/2 ft wide by 260 ft. long with a 3-1/2
ft. by 10 ft. rest station, plus 2-3-1/2 ft. by 10 ft. gangways and
drop plates and aluminum 3 rail railing throughout. The boardwalk
should be made of a polyethylene material, similar to the
lightweight/vandal resistant material used in the manufacture of boats,
playground equipment, etc. It must not decompose and should be expected
to have a 100-year life span. It should be made entirely of inert
materials and will not leach chemicals in the environment. The units
should meet or exceed U.S. Army Corps of Engineers' standards for use
in sensitive wetland areas. The boardwalks should not require pile
support or heavy equipment for installation, and therefore be less
intrusive on the Center's habitat. Each unit must absorb the sound of
foot traffic for less effect on resident wildlife. The Fish & Wildlife
Service has determined that the Superdeck System meets our minimum
requirements for both concept and design. The integration of molded
decks and floats develops a system of similar products to minimize the
impact of expansion and contraction due to environmental changes. The
ease of installation, modification and repair are the result of the
configuration of the fasteners. The stability of the syste is
significantly increased by its waffle design on the bottom of the
floats. RecTech, New Jersey represents superdeck Marketing and will
offer all design assistance at no cost to the government. The U.S. Fish
& Wildlife Service anticipates issuing a Sole Source order to RecTech,
Union, New Jersey if no qualified responses are received within 15
calendar days of publication of this synopsis. All firms offering
floating boardwalks meeting the criteria listed herein must furnish to
the Conracting Officer all descriptive material (such as cuts,
illustrations, drawings, or other information) necessary for the
Contracting Officer to determine whether the product offered meets
requirements and establish exactly what the firm proposes to furnish
and what the Government would be binding itself to purchase. If the
firm proposes to modify a product so as to make it conform to the
requirements of this synopsis, it shall include in its response a clear
description of such proposed modifications and clearly mark any
