R -- STATE DEMAND AND NEEDS ASSESSMENT STUDIES: ALCOHOL AND OTHER DRUGS SOL CSAT-95-0020 POC Contact Point, Al Deal, Contract Specialist, 301/443-0783 This RFP will provide for a number of contracts with U.S. States and Territories to develop and conduct a family of State demand and needs assessment studies for substance abuse treatment. The methodologies to be employed by the States in their family of studies will be identified through a consensual approach. Successful offerors must demonstrate the availability of a group of highly skilled analysts in the areas of epidemiology, social demography, economics, addiction medicine, and statistics to conduct these studies and extensive State-wide and community-wide need estimation projects. Offerors will be required to develop a workplan for the studies to establish the activities for each year of the contract. The plan shall describe the studies to be developed and provide a schedule and an outline of required resources and staff responsibilities for accomplishing them. The successful contractor(s) shall develop detailed protocols for each study. Upon completion of the survey field work or other analytical tasks, findings on the prevalence and incidence of the core variables and the special variables of interest shall be developed. States shall submit an annual report summarizing the studies completed to date and the findings. This procurement is restricted to the States and Territories that were not awarded a needs assessment contract in fical years, 1992, 1993, 1994 and early 1995. An RFP will be issued to each of these States/ Territories and they need not request a copy. Proposals will be due approximately 60 days after issuance of the RFP. The solicitation may be obtained in either of two ways; electronically, by downloading a file from the SAMHSA Bulletin Board System (BBS) at 1-800-424-2294, or by mail. To download from the SAMHSA BBS, you should set your communications program at 8 data bits, 1 stop bit, and parity at none (8-1-none). SAMHSA's modems will communicate at 1200 to 9600 BPS and can negotiate with higher speed modems. If your modem is slower than 1200 BPS, you will not be able to use this BBS. Our software can use several common transfer protocols. We recommend Zmodem if it is available in your communications program; however, any of those listed on the BBS should prove satisfactory. Large files wil be posted as self-extracting compressed files to save time during the transfer. Hardware compression features in the modems will be relied upon to provide compression for smaller files. No telephone requests for the solicitation will be honered.
