Sands Missile Range, NM (WSMR) intends to acquire four trunked radio
repeaters, ancillary components, installation and training from
Motorola. These items will be obtained on the basis of other than full
and open competition in accordance with FAR 6.302-1. The proposed
contract type is firm fixed price. Subject radio trunking equipment is
to equip the first site of a proposed multisite 406-420 MHz Radio
Trunking System. The WSMR trunking system will initially employ a stand
alone four channel trunking site, utilizing four Motorola Quantro UHF
repeaters, central controller, antenna combiner and multicoupler.
Trunking system management will be accomplished through the utilization
of a System Interface Management System (SIMS II) terminal and a System
Watch II (SW II) terminal. The system will be both digital and analog
capable, and is approved by National Security Agency (NSA) for the
passing of both DES and Type I encrypted information, which is a
requirement for the WSMR trunking system. The WSMR trunking system will
also comply with the National Telecommunications and Information
Administration (NTIA) requirement that it be 100% capable of trunking
with other Federal trunking systems in the area of WSMR. The
specifications and designs are proprietary to Motorola. See note 22
except that any responses must be received within 15 days after date of
