NAVAIR intends to negotiate this order with McDonnell Douglas Aerospace, the designer, developer, and sole manufacturer of the F/A-18 aircraft, and as such, the only firm possessing the technical knowledge, expertise, and detailed familiarity with the design and specifications of the F/A-18 aircraft required to provide timely delivery of the retrofit kits.
