Institute of Standards and Technology (NIST) in cooperation with the
Federal Bureau of Investigation (FBI) announces a program to develop a
set of guidelines or standards for the digital capture,
representation, quality, and electronic interchange of facial images or
mugshots. Imaging applications that rely on the storage and processing
of large numbers of digitized facial images have resulted in the
creation of several private and incompatible standards. Further
proliferation of individual standards will make the future interchange
and use of facial data between different systems extremely difficult.
To facilitate the processing and exchange of facial information, a
program has been initiated to identify the commonalities between the
various systems and to develop a set of voluntary standards or
guidelines for the interchange of facial data. NIST is sponsoring a
workshop, scheduled for October 23-25, 1995 in Gaithersburg MD, to
discuss the issues and requirements regarding standards to be
developed. Suggestions, user requirements, and proposals are being
sought for inclusion in the working draft documents to be discussed
during the October workshop. Federal, state, and local requirements for
facial image systems will be taken into consideration. For additional
