Z -- PRESOLICITATION NOTICE, PROJECT VGLZ940069, ``REPAIR PARKING LOT AND UTILITIES (BUILDINGS 301/302/350)'' SOL DAHA2095BB018. DeShon, Contracting Officer (810) 307-5989. ``Provide all plant, labor, material, equipment, appliances and supervision necessary for construction of Project VGLZ940069, ``Repair Parking Lot and Utilities (Buildings 301/302350)'' at Selfridge ANG Base, Michigan. Work to consist of a major reconstruction of a specified section (approximately 11,500 sq yds) of the 927 Air Refueling Wing's parking lot in the area of Buildings 301, 302 and 350. This project includes, but is not limited to, removal of all existing asphalt and concrete paving, curbing, and sidewalk within the Wing's areas. Remove and replace deterioriated, damaged,or undersized storm and sanitary sewer lines to nearest existing structure outside of construction area or as what is deemed reasonable. Rebuild manholes and drainage structures, as required. Add additional drainage structures as required to insure proper drainage. Replace all water mains and related appurtenances in area of construction. Replace crushed communication or electrical duct (empty or in use) and sleeve any direct burial cable in 4 inch PVC pipe encased in concrete. Coordinate with Public Utilities with systems in the construction area to replace/relocate/upgrade/etc. their systems as required. Place new aggregate base for proper construction. Pave area with a minimum of inches of asphaltic concrete pavement. Stripe parking stalls and sinage in areas. Address all environmental concerns. All work shall be constructed as per Plans and Specifications. The Standard Industrial Classification (SIC) Code is 1611. The applicable small business size standard including affiliates is no more than $17.0 Million average annual revenue for the previous three years. The estimated magnitude of construction is between $250,000.00 and $500,000.00. Construction performance period will be 100 calendar days after receipt of the Notice to Proceed. Interested concerns should as early as possible, but not later than 15 calendar days after publication of this notice, indicate interest in bidding as the prime or as a subcontractor on the project, evidence of capability to perform including references for similar work with contract numbers, points of contact, and telephone numbers, and if appropriate a positive statement of eligibility as a small socially and economically disadvantaged business concern. In addition, dollar amount of current construction bonding capability is required. The Contracting Officer will utilize the information received to make a decision to issue this solicitation as a set-aside for Small Disadvantaged Business (SDB) or as ``UNRESTRICTED'' without further notice. Therefore, replies to this notice are requested from all interested business concerns as well as from SDB concerns.
