Health Services Administration (SAMHSA) is soliciting proposals on a
full and open competitive basis from qualified organizations to award
a 36 month, cost-reimbursment type contract, with 2 twelve (12) month
options, to establish and maintain the '' National Archive and
Analytical Center (NAAC) for Alcohol, Drug Abuse, and Mental Health
Data.'' The proposed contractor shall conduct analytical and policy
studies in response to emerging needs; and establish and maintain an
archive of data from the Office of Applied Studies data systems and
other substance abuse and mental health data systems, in order to
increase their utilization by the public. These activities require
using a variety of media to make data available to the public and to
ensure data is in user-friendly format; analyzing large data files,
conducting advanced statistical analyses, designing and completing
reports suitable for publication, providing a secure environment, and
using appropriate safeguards for handling data files from the Office of
Applied Studies and other sources. The major data systems/studies of
the Office of Applied Studies are: National Household Survey on Drug
Abuse (NHSDA): Drug Abuse Warning Network (DAWN); Drug and Alcohol
Services Information System (DASIS); Drug Services Research Survey
(DSRS); Services Research Outcomes Study (SROS); Natioanl Treatment
Study (NTS); and Alcohol and Drug Services Survey (ADSS). Qualfied
organizations must demonstrate their ability to: 1) perform statistical
analysis using data from large nationally representative sample surveys
based on complex sample designs. 2) develop and prepare research
reports, and 3) develop a data archive system. Please note that there
is no incumbent contractor - this in a new acquisition. Estimated
issuance date of RFP SAMHSA-OAS-95-0003 is June 6, 1995 and responses
are due to be received in the Contracting Office 30 calendar days
thereafter. The solicitation may be obtained in either of two ways;
electronically, by downloading a file from the SAMHSA Bulletin Board
System (BBS) at 1 (800) 424-2294 or by mail. To download from the BBS,
you should set your communications program at 8 data bits, 1 stop bit,
and parity at none (8-1-none). SAMHSA's modems will communicate at 1200
to 9600 BPS and can negotiate with higher speed modems. If your modem
is slower than 1200 BPS, you will not be able to use this BBS. Our
software can use several common transfer protocols. We recommend Zmodem
if it is available in your communications program; however any of those
listed on the BBS should prove satisfactory. Large files will be posted
as self extracting compressed files to save time during the transfer.
Hardware compression features in the modems will be relied upon to
provide compression for smaller files. Upon reading the file
electronically downloaded you should determine if you have a continuing
interest in the RFP. If so, you must either write the individual
identified below that you wish copies of amendments to the RFP (if any)
sent to you by mail or check the BBS regularly for admendments which
will be posted there and can be downloaded electronically. You may
choose either method for obtaining amendments. Note, however, that if
you rely on the BBS for obtaining amendments, at this time we have no
way to assure, and will therefore assume no responsibilty for assuring,
you have downloaded these amendments. Requests for copies of the RFP to
be mailed must be made in writing and will be honored if received
within twenty calendar days after issuance of the solicitation.
Requests received after this period will be filled on a first-come,
first-served basis until the supply is exhausted; however, there is no
assurance that copies requested after the twentieth day will reach the
requestor before the due date for receipt of responses. Requests shall
