Pre-Solicitation Notice to construct ``Composite Deployment Support Facility'', for the North Carolina Air National Guard (NCANG), Charlotte/Douglas International Airport, Charlotte, NC. The project consists of construction of a 9,000 square foot office and 12,750 square yards of aircraft ramp expansion. The facility will be mostly general purpose office areas with a classroom complete with audio and visual equipment hookups, two separate offices constructed for security conferences, a second story observation and control area with 360 degree visual observation of approaching air traffic and general purpose areas including restrooms and break area. The facility will also include a large warehouse area with exposed structural members and finished concrete flooring, a three bay fire department with adjacent office and bunker gear storage areas. The floor in the fire department will drain through an oil/water separator. All areas will have typical flooring and finished standard for use with suspended ceiling in most areas and fluorescent lighting. The ramp expansion includes approximately 95,700 cubic yards of borrow and earthwork, 4,300 square yards of concrete pavement and approximately 14,600 square yards of bituminous pavement. An additive bid item could add another 22,400 cubic yards of borrow, 8,400 square yards of concrete pavement and 1,800 square yards of bituminous pavement. The project includes underground electrical, water, sewer, and telecommunications utilities. The completion time for this project is 360 calendar days. This procurement is being considered for 100% set-aside for Small Disadvantaged Business (SDB) concerns. Interested SDBs should respond as early as possible, but not later than 15 calendar days after publication of the notice. Respondents should indicate interest in bidding as the prime or as a subcontractor on the project, show evidence of capability to perform including references for similar work with contract numbers, points of contact, telephone numbers and a positive statement of eligibility as a small socially and economically disadvantaged business concern. In addition, dollar amount of current construction bonding capability is required. If adequate interest is not received from qualified SDB concerns, the solicitation will be issued on an unrestricted basis without further notice. Therefore, replies to this notice are requested from all interested business concerns as well as from SDB concerns. Replies must indicate the firm's size status such as large business, small business, small disadvantaged business or 8(a). The Standard Industrial Classification (SIC) is 1542. The applicable small business size standard including affiliates is no more than $17.0M average annual revenue for the previous three years. The successful contractor will perform a minimum of 20% of cost of the contract with its own employees not including the cost of materials.
