Williams, Contract Specialist, 301- 443-0759 This requirement is to
assist States as they attempt to develop managed care programs which
include substance abuse and mental health services. As health care
reform efforts have moved from the Federal to the State level, many
states remain in need of resources and information regarding effective
models of care and methods of implementing statewide systems. This
four-year project will include: (1) providing planning and training
seminars for State officials and providers to address issues pertinent
to their area in terms of managed care; (2) providing a rapid-response
technical assistance (TA) team to bring state-of- the-art TA and
consultation services to State AOD officials and SAPT Block Grant
treatment providers who identify an urgent need for TA, even on short
notice, to address issues of immediate concern in the areas of
actuarial studies, Medicaid, capitation, and contracting for managed
care; (3) diseminating knowledge gained from project activities to
State AOD directors; and providers, and others, in order to foster
further development of effective managed care programs; (4) assisting
States in setting priorities and identifying goals for their substance
abuse treatment programs as well as establishing outcome measures and
monitoring systems which relate to State and National healthcare
goals. Offerors must demonstrate capability to develop and execute a
comprehensive systems planning, implementing and reporting approach to
the tasks of the project. Experience in knowledge development and
dissemination, and the provision and monitoring of technical assistance
and training within health care delivery systems are considered
essential. The results of this effort will to be enhance States'
capacity for developing and managing effective systems and contracts to
provide substance abuse treatment services in a managed care
environment. Proposals will be due approximately 45 days after issuance
of the RFP. The solicitation may be obtained in either of two ways;
electronically, by downloading a file from the SAMHSA Bulletin Board
System (BBS) at 1-800-424-2294, or by mail. To download from the SAMHSA
BBS, you should set your communications program at 8 data bits, 1 stop
bit, and parity at none (8-1-none). SAMHSA's modems will communicate
at 1200 to 9600 BPS and can negotiate with higher speed modems. If your
modem is slower than 1200 BPS, you will not be able to use this BBS.
Our software can use several common transfer protocols. We recommend
Zmodem if it is available in your communications program; however, any
of those listed in the BBS should prove satisfactory. Large files will
be posted as self-extracting compressed files to save time during the
transfer. Hardware compression features in the modems will be relied
upon to provide compression for smaller files. All requests for the
solicitation must be submitted in writing; no telephone requests will
be honored. Telefax requests for the solicitation will be accepted at
301-443-6468. The SIC code is 8742 and the size standard is $5 million.
