The National Institutes of Health (NIH), Clinical Center, Normal Volunteer Patient Program intends to establish a firm fixed price contract for implementing and managing a reimbursement (payment) mechanism for the individuals who participate in biomedical research studies conducted by the Clinical Center Intramural Program of the various institutes on the NIH campus in Bethesda, Maryland. Potential offerors may include any responsible entity, e.g., commercial vendors, small businesses, that have experience with payroll reimbursement services, check writing, and payroll record keeping. The contractor shall furnish all the necessary services, qualified personnel, material, equipment, and all facilities not otherwise provided by the Government, that are needed to provide the service. The contractor shall be responsible for writing and mailing checks, maintaining payment files, and satisfying IRS requirements. Advance payments to volunteers may be required. Approximately 6,000 volunteers are expected to participate in research studies each year. Reimbursement to the contractor for these services will be provided by the Division of Financial Management, NIH. The period of performance shall be for one (1) year with four (4) successive one (1) year option periods. The solicitation will be issued on or about June 21, 1995.
