The U.S. Department of Agriculture, Food and Consumer Service (FCS) intends to issue a competitive procurement for advisory and assistance services to conduct a study to establish the dimensions of nonparticipation in the Food Stamp Program (FSP) among the working poor and poor elderly. The study requires analyzing data, conducting focus groups, pretesting survey questionnaires, and collecting other information in order to develop survey instruments for the working poor and poor elderly who are eligible for the FSP but do not participate. FCS is interested in reasons why members of these groups do not participate in the FSP. The major tasks require preparation of four interim reports and one final report. If you believe you have the requisiste knowledge to perform the above duties, please send a written request for the RFP to the address in item 7. The RFP will be issued on or about July 7, 1995.
