The U.S. Department of State, Office of Foreign Buildings Operations (FBO) is seeking to pre-qualify offerors for rehabilitation of residential apartments, built in 1951 in Frankfurt, Germany. This acquisition is a 100% Small Business Set-Aside. Only small businesses with average annual receipts not exceeding $17 million during the past three years are eligible. The project requires the contractor to provide all labor, equipment and materials for installation of new electrical, heating and plumbing systems in all apartments, storerooms and common areas. Plaster and superstructure repairs will be required after installation. All apartments, storerooms and common areas, including doors and door frames, will be painted. New cabinets will be installed in kitchens and bedrooms. Ceramic floor and wall tiles in kitchens will be replaced. Living and dining rooms require repairs and refinishing. New Government furnished carpeting will be installed over PVC and/or wooden floors in the living and dining rooms. Old radiators and radiator piping in all areas, including attics and stairwells, will be removed and replaced. In addition, the floors and substructures will be repaired as required. The period of performance will be one (1) year plus four (4) option years. The estimated value of construction is between $1,000,000 and $10,000,000. The successful contractor is not required to have a security clearance for this project. The type of contract contemplated is firm fixed price, indefinite delivery. A minimum order of one apartment building renovation will be guaranteed. Up to nine (9) apartments may be renovated during the contract period. Prospective offerors must meet the following pre-qualification criteria, and provide details of their qualifications in writing, in order to receive the solicitation: A) provide data assuring financial capability of performing the work; B) show completion of similar projects between $1,000,000 and $10,000,000; C) show successful completion of similar projects within the United States; and E) show completion of renovation projects where the facilities were inhabited while renovations were taking place. This notice supersedes the notice for the same project published on March 15, 1995. Prospective Contractors who have previously submitted pre-qualification applicatons need not resubmit. Those applications are still valid.
