66 -- FIELD PORTABLE SPECTRORADIOMETER SYSTEM SOL DACA76-95-R-0008. DUE 072195. POC Ms. Velma McClinton, (703) 355-3488/Contracting Officer, Ms. Ronaly Lichtenfels, (703) 355-2620. The Spectral Research Division of the Remote Sensing Laboratory at the U.S. Army Topographic Engineering Center intends to purchase one Field Portable Spectroradiometer System in accordance with the following specifications: (1) Spectral range 400 to 2500 nanometers or greater, continuous scan, user selected or programmable. (2) Single field of view (FOV) should be between 1 and 5 degrees with Through-the-lens viewing for target location and identification in the instrument FOV. (3) Spectral bandwidths less than 2 nm in the visible/nir (400nm to 1000nm) and less than 10 nm in the Near Infrared/Shortwave Infrared (NIR/SWIR) (1050nm to 2500nm). (4) Scan rate: should scan the complete range (400nm to 2500nm) in 0.5 second or less. Scan rate should be programmable for longer integration times if needed. (5) Signal-To-Noise Ratio (SNR) greater than 100:1 over full spectral range at a scan rate of 0.5 second full range. (6) System operated by 486 notebook computer or equivalent with Real-Time spectral display. Display must be easily viewed in the field. Computer connected to system using RS232 interface. All batteries and associated power supplies for computer will be supplied. (7) System calibration files for wavelength, radiance and reflectance will be provided. (8) Software provided for controlling instrument functions, data collection, data logging, data calibration to radiance and reflectance in the field, file management of data to include storage and downloading, data display, plotting and analysis functions. Software provided to interface Global Positioning System (GPS) output to data files. (9) Spectroradiometer optical head must be sealed against dust and water and the system should have an environmental operational range of 0-40 degrees C. The system should be housed in weather-proofed carrying case. (10) 5 meter connecting cable between optical head and controller. (11) Optical head must be tapped with at least two 1/4-20 thread holes for mounting on a camera tripod. (13) System will be battery powered and must include at least one complete set of extra batteries and chargers/power supplies. Requests for solicitation should be in writing only.
