Environmental Protection Agency (EPA) wishes to buy one
state-of-the-art high performance liquid chromatography (HPLC)/mass
spectrometer (MS) with data system and all pertinent manuals and
schematics in accordance with the requirements listed below. The system
shall be equipped with a high performance single-stage quadrupole mass
spectrometer specifically designed to do HPLC/MS analyses with
atmospheric pressure ionization (API) and atmospheric pressure chemical
ionization (APCI). The system shall be equipped with an
ionspray/electrospray source and APCI source. The system shall operate
in both positive and negative ionization modes and shall be able to
accept liquid flow rates from the HPLC that range from microliters to
milliliters per minute. The MS shall be equipped with a quadrupole mass
analyzer capable of a 10 to at least 2500 u mass range and a resolution
better than unit resolution throughout the entire mass range. The
detector shall be a continuous dynode electron multiplier capable of
positive/negative ion detection and high sensitivity/low noise.
Sensitivity must be demonstrated in the 100-200 picogram range with a
10:1 signal:noise using an accepted single analyte industry STD. The
vacuum system shall be equipped with high capacity turbo pumps with
automatic vacuum system protection in the event of power failures. The
data system shall consist of a computer with a large color monitor
that communicates with all functional components of the entire system
and automatically controls all sample introduction systems, scanning
and detector options, vacuum and calibration gas systems and all data
acquisition and data treatment programs. The data system shall have the
ability to simultaneously acquire data, process data and still allow
the user access to the instrument control commands from the
workstation. The system shall have the capacity to store the system's
operating and data treatment program as well as a minimum of 100 hours
of acquired data. The HPLC shall have the ability for close loop
injection and infusion of sample and can be automatically controlled
via the computer. The system shall have a quaternary pump system, on
line degasser, seal wash and extended pH range. EPA requires one year
warranty maintenance and one extensive training session for a minimum
of 2 people. The solicitation is anticipated to be released on 6/26/95.
