Research (AIR) model IS-TMT-5A1-DAX-TSB3-3601-ISEN-120 Tethersonde
Meteorological System, or equivalent. Shall meet the following
requirements: must be portable with a total system weight of less than
100 pounds; must be easily deployable with a maximum setup time of 2
man-hours; must be capable of providing meteorological data to a
maximum altitude of 1 km; must have programmable ground station for
reception of meteorological data from 1 to 3 tethersonde sensor
packages; meteorological data required must include atmospheric
pressure (600 to 1050 hPA + or - 1.0 hPa), temperature (+50 degrees C
to -40 degress C + or - 0.5 degrees C), relative humidity (0% to 100%
RH + or - 3% RH), wind speed (0 to 20 m/s + or - 0.5 m/s), and wind
direction (0 to 360 degrees + or - 10 degrees); transmitter/receiver
must have spare channels for monitoring of system parameters such as
tethersonde battery power levels; must have digital, error free data
transmission with a minimum resolution accuracy of 0.05% of full-scale
and a minimum update rate of 1 Hz; must have frequency selectable (in
50 kHz steps), synthesized 395-410 MHz transmitter/receiver; must have
real-time graphics display with a minimum resolution of 640 X 480 and
a tabular display; must store meteorological data in ASCII format on
hard disk; must have capability to transfer stored data files to
PC-based computer via 3.5'' floppy disk; must be able to handle a power
interruption without loss of previously acquired data; must have
stable, high speed tethered balloon capable of operating in 15 m/s
winds; each tethersonde sensor package maximum weight must be less than
300 grams; tethered balloon must be capable of simultaneously lifting
3 tethersonde sensor packages, with each sensor attached to the tether
line at a unique, user defined altitude; tethered balloon must
accommodate rigging to hang a single tethersonde sensor package
directly beneath the balloon to measure atmospheric profiles; tethered
balloon must be no larger than 60'' in diameter and 12' long with a
maximum volume of 3 cubic meters. Item (2): 5 each AIR model TS-5A-SEN,
Digital tethersonde sensor package, or equivalent. Shall meet the
following requirements: Must be identical to the tethersonde sensor
package included with item (1). Item (3): 3 each AIR model TSB-RIG-PRF,
Rigging to hang a single tethersonde sensor package from item (1)
directly beneath the tethered balloon to measure atmospheric profiles,
or equivalent. Item (4): 1 each AIR model TSB3, High speed tethered
balloon, or equivalent. Shall meet the following requirements: must be
stable and capable of operating in 15 m/s winds; must be no larger
than 60'' in diameter and 12' long with a maximum volume of 3 cubic
meters; must have payload capacity sufficient to lift a single
tethersonde sensor package from item (1) to an altitude of 1 km. Item
(5): 1 each AIR model TSB5, High speed tethered balloon, or equivalent.
Shall meet the following requirements: must be stable and capable of
operating in 15 m/s winds; must be no larger than 75'' in diameter and
14' long with a maximum volume of 5 cubic meters; must have payload
capacity sufficient to simultaneously lift three tethersonde sensor
packages from item (1) to an altitude of 1 km. This notice constitutes
a complete Request for Quotations (RFQ). No additional RFQ is
available. This procurement is being conducted under the Simplified
Acquisition Procedures. See Note 1. Quotes may be mailed to NASA,
Langley Research Center, Mail Stop 138, Hampton, VA 23681-0001, or
faxed to 804-864-6131, solicitation number must be cited in either
case. The quote must: be for the item(s) described above, contain a
CERTIFICATION that the offeror is a small, small disadvantaged, or
small woman-owned business, be FOB destination to this Center, include
the proposed delivery schedule and discount/ payment terms and
warranty duration (if applicable), and be signed by an authorized
company representative. Quotes are due by 3:00pm local time on June 30,
1995. All timely quotes received from small businesses will be
considered, and award will be made to the responsive, responsible
offeror(s) with the lowest overall price and acceptable delivery
schedule. Quotes must include adequate information and submittals to
determine whether the proposed item(s) will meet the requirement
described above. Evaluations will be per line item, and award(s) will
be for the lowest aggregate cost to the Government. Award is
