Reference R&D Sources Sought Synopsis dated 27 Mar 95 (95-179) for specifics of this acquisition -- This is a Research and Development Notice of Intent to Contract -- The Air Force Phillips Laboratory intends to contract for component development and system design of an Integrated Solar Upper Stage (ISUS). One or multiple Cost Plus Award Fee contracts for research and development of (1) the solar receiver / absorber / converter (RAC), (2) solar concentrator array and tracking system, (3) cryogen tankage and propellant feed system, and (4) system analysis, design, integration, and ISUS engine ground demonstration. The technical period of performance is 27 months. A draft RFP will be issued on or about 13 Jun 95. Comments must be received no later than 23 Jun 95. A Pre-Proposal Conference will be held on the third day of the ISUS System Definition Study Final Review. This Final Review is scheduled for 21, 22, and 23 Jun 95 in the Air Force Safety Agency's Auditorium, Building 24499, Kirtland AFB, New Mexico. This three-day review is open to DoD contractors only and will begin at 8:30 AM each morning. No special arrangements are necessary to attend the Final Review or Pre-Proposal Conference. Performance of the several contracts may require access to Military Critical Technical Data, dissemination of which is controlled under the Export Control Act. Therefore, interested offerors not currently on the Qualified Contractor's Access List (QCAL) should request certification and registration with the Defense Logistics Services Center (DLSC), Federal Center, 74 North Washington, Battle Creek, MI 49016-3412, (1-800-352-3572). A Final RFP will be issued on or about 30 Jun 95 -- closed on or about 31 Jul 95. All responsible sources may submit a proposal, which will be considered by the agency.
