EASTERN EUROPE and NEW INDEPENDENT STATES - ENERGY EFFICIENCY POSITION
- The Energy and Infrastructure Division of the U.S. Agency for
International Development's (USAID) Bureau for Europe and New
Independent States seeks an energy efficiency professional interested
in working as a USAID personal services contractor (PSC) in Washington
for up to three years. The job involves managing, monitoring and
evaluating the implementation of energy efficiency and related
activities primarily in Poland, Czech Republic, Slovak Republic,
Hungary, Romania, Bulgaria, Latvia, Lithuania, Estonia, the Former
Yugoslav Republic of Macedonia and to a lesser extent in the New
Independent States of Russia, Ukraine, Moldava, Kazakhstan, Kyrgyzstan,
Armenia and Georgia. The current USAID Central and Eastern Europe and
New Independent States energy program of the Energy and Infrastructure
Division involves technical assistance, training and the provision of
limited commodities for industrial and buildings energy efficiency,
energy sector restructuring, nuclear safety and environmental aspects
of energy production and use. The work of the PSC will involve
management of the energy efficiency technical assistance and training
including Demand Side Management (DSM) programs and demonstrations,
energy service companies, innovative energy efficiency financing
arrangements, industry and buildings energy efficiency, integrated
resource planning and private independent power production. Substantial
travel in Central and Eastern Europe is required as is less frequent
travel to the New Independent States. The position requires interaction
with senior country officials in both the government and private
sectors as well as U.S. businesses, other U.S. government agencies, and
multinational organizations such as the World Bank and European Bank
for Reconstruction and Development. Candidates should have at least 5
years of energy efficiency experience (DSM/IRP included) in an electric
utility, consulting, or in an Energy Service Company (ESCO). Experience
in industry energy efficiency is particularly important; along with
experience in financial analysis, DSM/IRP policy, regulatory and
institutional issues, innovative energy efficiency financing, and
least-cost planning are useful as is international experience. Some
combination of academic background in economics, finance, MBA and
engineering is desirable. Selection criteria include: 1. energy
efficiency experience, 2. utility or ESCO experience, 3. international
business experience, especially in Central and Eastern Europe and
former Soviet Union, 4. academic training, 5. writing and
communications skills, including 1anguage, 6. project management
