C -- REMODELING OF EXISTING OPERATING ROOM SUITE AND SUPPORT AREAS, BUILDING 200 SOL RFP 662-69-95 DUE 072495 POC Contracting Officer, Carol A. Axley, (415)750-2163 Provide Architectural and Engineering Services to include preparation of preliminary layout, working drawings and specifications, preliminary and final cost estimates and construction support services for the remodeling of the existing Operating Room Suite and Support areas located in Building 200 at the Department of Veterans Affairs Medical Center, 4150 Clement Street, San Francisco, CA 94121. The work includes approximately 1,700 square feet of locker rooms, bathrooms and lounges. The intent is to renovate the existing space to create one lounge in place of three, two dressing/locker rooms in place of five and two appropriately sized and functional bathrooms with showers. All work required on this contract shall be completed in accordance with VA Master Specifications, VA Planning Criteria, and all applicable National Codes and Regulations. The estimated cost range for construction is between $250,000 and $500,000. The A/E Selection criteria will include the following elements (a) through (m), in addition to selection criteria listed in Note 24 of the CBD, however, not necessarily listed in order of importance or merit: a)Professional qualifications of the team proposed for this project necessary for satisfactory performance of required services; b) Specialized experience and technical competence in the type of work required; c) Specific previous experience and qualifications of personnel proposed for this project, including project description; d) Proposed design approach for this project. Describe design philosophy, any problems anticipated to accomplish work, how to solve them, and innovative approaches in production and design; e) Proposed Management Plan during design and construction phase. f) Cost control to include what techniques to be utilized, who is responsible. Discuss recent projects to demonstrate ability to meet project cost target; g) Estimating effectiveness. Review the ten most recently bid projects to demonstrate estimating effectiveness; h) Schedule control to include techniques utilized to assure schedules will be met, who is responsible for schedules, and discuss recent projects to meet project schedules; i) Geographic location and facilities of working offices of prime and all consultants/subcontractors; j) Capacity to accomplish work in the required time; k) Past performance on Government and private industry contracts to show cost control, quality of work and compliance with performance schedules; l) Describe experience and capabilities in the following areas: Value Engineering, Life Cycle Cost Analysis (LCCA), Critical Path Method, Fast-Track Construction, Energy Conservation, New Energy Resources, Environmental Assessment, Specialized Experience, Computer Aided Design and Drafting (CADD), and other computer applications; m) Describe awards received for design excellence. Describe litigation the firm has been involved in within the last five years. Indicate type and amount of liability insurance. This procurement has been set-aside for an emerging small business concern, Standard Industrial Code (SIC) 8712, with a $1,250,000 average annual volume. Firms meeting requirements described in this announcement may submit a current SF-255 for the prime A/E, and SF-254 for the prime and all consultants, to this office, ATTN.: Carol A. A site visit is scheduled for Tuesday, July 18, 1995 at 3:30 p.m., Building 6, Room 102. Negotiations will result in a firm fixed-price contract. The Government reserves the right to negotiate at a later date for additional preliminary and final design, design support and construction support services for follow-on A/E design work included in the design plan for the Surgery Suite Renovation, Building 200.
