Construction of a reinforced CMU foundation for a fiberglass building
to house an engine generator, construction of a garage addition to a
composite facility building at St. Mary's Airport, Alaska, to include
excavation and backfilling,removal of metal siding from existing
structure and installation of new siding, remodeling of living area,
and installation and connection of a 500 gallon potable water tank.
Some materials are to be furnished by the Government and will require
shipping from Anchorage, AK to St. Mary's, AK. Other required
materialsto be supplied by the contractor. Magnitude of construction
$25,000 - $100,000.Solicitation No. DTFA04-95-B-10010 will be issued on
or about July 10, 1995. Openingwill be on or about August 9, 1995, at
10:30 AM local time, Anchorage, AK. All responsible sources may submit
a bid which shall be considered by the agency. The contracting office
will accept requests for solicitions by FAX (907)278-7427. The
acquisition is being solicited in compliance with P.L. 100-656, ''The
Small Business Competitiveness Demonstration Program, Title VII of the
Business Opportunity Development Reform Act of 1988.'' The
solicitation is open to large and small business concerns. A Bid
Guarantee of 20 percent of the bid price is required to be submitted
with bids. Performance bond amount shall be 100 percent of the contract
price. Payment bond amount shall be 50 percent of the contract price.

The DOT Office of Small and Disadvantaged Business Utilization has
programs to assist minority, women-owned, and disadvantaged business
enterprises to acquire short term working capital and bonding
assistance for transportation related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance, and
payment bonds up to $1 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are
available under the DOT Short Term Lending Program at prime interest
rates to provide accounts receivable financing. The maximum line of
