Eligible tender participants must be pre-qualified firms that meet the following criteria: 1) firms that do not fall under any of the following categories: a) firms that have not received a permit from the Construction minister or the prefectural governor under article 3 of the Construction business law regarding this project; B) firms that have not been rehabilitated from insolvency or bankruptcy; C) firms that have -- in the past two years, in a contract -- deliberately performed a poor work, or unfairly cheated on quality and quantity of materials; interfered with fair competition, damaged fair pricing, or colluded for unfair profit; prevented a winner from signing a contract, or a contractor from carrying out a contract; prevented an Official from conducting supervision or inspection; unjustifiably reneged on a contract; presented false Documents to this Authority; brought this Authority other extreme losses; and employed, as representative, manager, or equivalent in a contract, those who perpetrated one of the above-described Acts within two years of their misconduct; and D) firms whose business is judged extremely unsound; 2) consortia comprised of firms pre-qualified for competitive bidding on steel superstructure work by this Authority for goj fy 95/96; 3) all member firms must score at least 1,200 points in steel superstructure work in a formula calculated from bidding company's objective criteria at the time of application for qualification; 4) all member firms must have -- in the past, as the main contractor -- completed a similar project (Construction of a multi-span continuous, steel box-girder Bridge of at least two lanes, 50 meters in maximum span length, and 250 meters in total length); 5) firms that can assign to the Construction site a field representative or a chief engineer or engineering supervisor who has completed a similar project in the past as the main contractor; 6) all member firms must not be currently suspended from designation by the Director of this Authority in areas including the ehime prefecture; 7) firms that can present an adequate plan for this project; 8) all member firms must not be related by capital or personnel to the contractors involved in this project (see tender Documents for details); and 9) consortium must be organized as follows: a) the number of member firms must be two or three; B) all member firms must have at least six-tenths of the equally divided share of involvement; C) the representative firm must have the greatest share of involvement among all members; D) consortium must be organized by the ''ko'' method; e) the same firm cannot belong to two or more consortia regarding this project; and F) a notice on Organization of consortium for designated Construction project must be submitted as an attachment to the application Documents for pre-qualification; a letter of proxy must also be submitted if the name of a proxy, such as a branch manager, etc., Appears in the submitting Documents.
