Y -- K-25 SITE COOLING TOWER BASIN AND AUXILIARY FACILITIES DEMOLITION Sol 7359. Due 070695. Contact Robert F. Baird (615) 574-3021, Subcontract Administrator. There is an anticipated requirement for the demolition of the K-25 Site Cooling Tower basin (28' x 65' x 920') and associated cooling tower facilities, including six clarifiers (two concrete and four steel), one pumphouse, six above ground storage tanks, 10 small valve houses and six miscellaneous buildings of various dimensions at the DOE Oak Ridge, TN K-25 Facilities. Work includes asbestos piping insulation and possible lead abatement. The work is classified as services in lieu of construction labor and applicable to the federal Services Contract Act of 1965, as amended and the Contract Work Hours and Safety Standards Act - Overtime Compensation. However, current Davis-Bacon wage rates and fringe benefit payments shall apply and take precedence. The Standard Industrial Classification Code is 8744 - Environmental Remediation. The solicitation will be exclusively set-aside for small and small disadvantaged firms. The performance period is approximately 180 calendar days after Notice-to-Proceed. The magnitude of cost is $1-3 Million. Bid, Performance and Payment Bonds will be required. Mandatory Pre-qualification: Potential bidders must comply with and submit the following pre-qualification information in order to be considered eligible to receive a solicitation package. (1) A synopsis of your firm's, or your lower-tier contractor's, (3) largest demolition or dismantlement projects, including each client's project manager, point of contact and telephone number(s). (2) A copy of your firm's current safety and health program in relation to demolition or dismantlement and asbetos abatement work. (3) A composite summary of your firm's (and potential subcontractors) OSHA 200 Logs calculated average annual lost-time and recordable injury rate over the last three (3) years, along with copies of the OSHA 200 Logs and the past three (3) years EMR from each insurance carrier. (4) Original letter(s) from your surety, as listed in the U.S. Department of Treasury Circular 570, confirming bid, performance and payment bonding capability. MK-Ferguson maintains the right to determine pre-qualified bidders based upon the above criteria. Invitations for Bid are anticipated to be issued to those qualified bidders in late July, 1995. Cost for subsequent solicitation packages, after qualification notice, will be $100.00 each, non-refundable except in the event the project is cancelled prior to issuance of solicitations.
