D -- FDA AGENCY WIDE ORACLE SOFTWARE MAINTENANCE SOL 223-96-5592 DUE 080795 POC Contract Specialist, Melissa Starinsky or Contracting Officer, James Cooper, (301) 443-2597 Subject to a General Services Administration (GSA) Delegation of Procurement Authority, the Food and Drug Administration (FDA) proposes to negotiate an agency-wide Oracle proprietary, software maintenance contract on a sole source basis with Oracle Corporation. The software being maintained is primarily relational database software and is run on a variety of platforms such as: Digital Equipment Corporation (DEC) VAX, IBM mainframes, IBM PCs and compatibles, and Macintosh. Contract duration will be one base year plus three successive one year options. Other than full and open competition is justified because only Oracle Corporation possesses the required copyrights, knowledge, expertise and rights to provide updates and maintain Oracle proprietary software.
