of Standards and Technology (NIST) intends to negotiate on a sole
source basis under the authority of 41 USC 253(C)(1). The supplies and
services required by the Agency are available from only one
responsible source and no other supplier will satisfy the needs of the
Agency. It is anticipated to negotiate with the sole manufacturer,
Inovision Corporation, 2810 Meridian Parkway, Suite 148, Durham, NC
27713, for a Liquid Nitrogen cooled low light level CCD imaging
spectroscopy system. This will consist of control through the VME
interface to Hewlett- Packard 9000 series 700 workstations, Unix-based
camera control and image processing software with X11/Motif graphical
user interface including: basic camera control (define region of
interest, exposure time, focus mode, independent parallel and serial
binning on chip or in software, background subtraction, flat field
correction, temperature control), image processing (line profiles,
derivatives, standard filters, smoothing and baseline fitting
functions, contrast enhancements, rotations, color tables), scripting
language, 16-bit data handling; CCD array back-thinned and
antireflection (visible-near infrared) coated to achieve room
temperature quantum efficiency (QE) exceeding: ) 60% at 400 nm, )70% at
500-750nm, )40% at 900 nm; 1024 X1024 pixels on 25 X 25 mm `imaging
area; grade 1 or equivalent specification on CCD; dark charge(
electron/pixel-hr at -120C; read our noise 10 electrons maximum; 50
kpixels/sec data rate; 16 bit dynamic range; nonlinearity ( 1%; Gain:
at least two user selectable gain settings allowing optimization of
system noise or of dynamic range. Approximate gain settings to be 1
el/ADC unit and 4-7 el/ADC unit.; light tight shutter with ( 10 msec
open and close times, )2.5Hz rep rate; liquid nitrogen colled dewar
housing with minimum hold time of 10 hrs with 0.5 liter; dewar and
array mounted for spectrometer in normal horizontal position (vertical
slits); liquid nitrogen (LN) cooled and thermostatted CCD stage with
+0.1 deg temperature regulation from -80 to -120C; CCD camera to be
integrated with 0.155m f/4 Czerney-Turner type imaging spectrometer
which shall have the following specifications: corrected optics to
provide spectral imaging over 25X12 mm flat field, computer controlled
interchangeable dual grating, resolution with a 1200 gr/mm grating and
10 micrometer slits shall be 0.4 nm or better, scanning range 0-1400 nm
with a 1200gr/mm gratting, micrometer adjustable slits from 10mu m to
3 mm, direct digital scanning via RS-232, interchangeable dual grating
turret capability and permit three turrets to be used with the same
spectrometer, two dual grating turrets (aligned for the spectrometer)
will be supplied with the following gratings: 1200 gr/mm blazed at 750
nm, 600 gr/mm blazed at 650 nm, 300 gr/mm blazed at 640 nm, 300 gr/mm
blazed at 760 nm; install system at NIST and integrate with NIST HP
700 computers. Demonstrate that the system meets above specifications.
Vendor shall provide documentation for the software and shall provide
correction of all software errors. FOB Destination, Gaithersburg, MD
-- Required Delivery Time is 90 days after award -- Interested offerors
may identify their interest and capability to respond to the
requirements by submitting a capability statement. The capability
statement must provide adequate information to allow evaluation of the
System. All of the above must be provided for the Government to
consider whether to open this requirement for competition. This notice
of intent is not a request for competitive proposals. However, all
''ccapability statements'' received within 45 days after the date of
this publication in the Commerce Business Daily will be considered by
the Government. A solicitation is not available. See Numbered Note 22.
