Hoffman (301) 975-4648/Pauline Mallgrave (301) 975-6330 The National Institute of Standards and Technology (NIST) intends to enter into a contract with Dr. Walter Mieher of Cambridge, Massachusetts under the authority of 41 USC 253(c)(1), only one responsible source, to provide research services and technical reports in the study of advanced laser techniques, non-linear optics, surface processes and related areas. The Contractor shall provide services consisting of (1) infrared (vibrationally resonant) non-linear optical sum frequency (SFG) spectral and dynamical studies of molecules at interfaces, (2) design, alignment, and characterization of a tunable femtosecond laser apparatus capable of doing SFG spectral and dynamical studies of electronic states localized at semiconductor interfaces, (3) characterization of detection systems (eg. CCD arrays) needed to detect the SFG signal, (4) demonstration of prototype spectral and dynamic measurements and performance of subsequent measurements of SFG, and (5) preparation of monthly reports on the project ''Femtosecond Laser Non-linear Optical Studies of Interfaces.'' Dr. Mieher has established experimental expertise in studying dynamical processes at interfaces using tunable lasers and ultrafast lasers and has been conducting such experiments at Cornell University and Harvard University for seven years. He is therefore uniquely qualified to perform under this contract. The Government anticipates award of a firm-fixed-price contract with period of performance commencing August 31, 1995 through August 31, 1996 and an option for an additional year. This notice of intent is not a request for competitive proposals. Responses shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement.
