Rome Laboratory is interested in receiving proposals for the research effort described below. This solicitation and resulting award shall be made in accordance with the Research and Development Streamlined Contracting Procedures (RDSCP) described in DFARS 235.70. This solicitation includes clauses and provisions from FAR 1990 edition updated through FAC 90-25 and DFARS 1991 edition updated through DAC 91-6. The standard evaluation factors found in Section M of DFARS 235.7006 apply. This competitive source selection will be conducted in accordance with AFFARS Appendix BB as supplemented. A Cost Plus Fixed Fee (Completion) type contract is contemplated. The estimated period of performance is 33 months commencing on or about 95SEP15 which includes 3 months for writing and reviewing the final report. For purposes of K.12, the standard industrial classification (SIC) code for this acquisition is 3812, and the small business size standard is 750 employees. The page limitation for technical proposals is fifty (50) pages. More than one contract award may result from this solicitation. To qualify as a responsible contractor, the Offeror must: (a) Have appropriate number of key personnel having access to Sensitive Compartmented Information (SCI) or be clearable (Final US Top Secret Clearance without waiver and a Special Background investigation either on record or in process) that will be available for assignment to this effort immediately upon contract award. Offeror must identify in its technical proposal those cleared or clearable personnel by name and Social Security Account Number that will be assigned to the program upon award, (b) Have an SCI certified vault facility or the ability to obtain access to such a shielded enclosure, (c) Have an SCI accredited and approved Automatic Data Processing System to run SCI information. Offeror must identify in its technical proposal the location and type of SCI accredited system that will be available to the program upon contract award.
