COMMERCE BUSINESS DAILY ISSUE OF JUNE 29,1995 PSA#1378HSC/PKR, DCS CONTRACTING, 8005 9Th STREET, BROOKS AFB, TX 78235-5353 A -- PROFESSIONAL TOXICOLOGY RESEARCH SERVICES SOL F41624-95-R-9003
DUE 100595 POC Ms. LEE BALES, CONTRACT NEGOTIATOR, (210) 536-6397 Mr.
MICHAEL FLEISCHMAN, CONTRACTING OFFICER. Toxicology Research - NOCA PKR
95-11. The Division of R&D Contracting intends to issue RFP No.
F41624-95-R-9003 for professional toxicology services in support of the
Toxicology Division, Armstrong Laboratory, Wright-Patterson AFB, OH,
which conducts a broad spectrum of scientific research designed to
quantitate safe exposure levels for chemicals. The successful offeror
will be teaming with the Army, Navy, and Air Force (tri- service) to
design and perform research to assess pharmacokinetics, local and
systemic effects, and mechanisms of toxicity for chemicals chosen by
the tri-service. Acquiring information about the deleterious
interaction of chemicals with living organisms requires a step-wise
application of specific scientific processes to gather data. The
information obtained is used either to answer the questions posed or to
design the experiments necessary to generate those answers. The
research efforts will include descriptive/general toxicology,
mechanistic toxicology (toxicokinetics, mechanism of action and
toxicodynamics), and predictive toxicology (parameter determination,
model development and model validation). Studies will range from
short-term pharmacokinetic investigations to lifetime carcinogenic
bioassays and will include oral, inhalation, and dermal exposures.
Development and application of computer modeling techniques and
alternatives, such as in vitro screening (cell culture, liver slice,
etc.), will be necessary to provide an accurate and responsive chemical
hazard assessment capability. Post-doctoral level experience in the
areas of toxicology, pharmacology, physiology, pharmacokinetics,
physiologically-based modeling, analytical chemistry, biochemistry and
inhalation/aersol engineering is required to advance the
state-of-the-art. Research support functions that are anticipated
include safety/quality assurance, logistics, archives, fabrication,
tech editing, computer system management and related technical areas to
support the scientific staff in accomplishing the objectives of the
research projects. A cost-reinbursement contract is contemplated for
this effort with an anticipated baseline level of effort at 87,000
hrs/yr. Additional level of effort, generally short term, may be
required to support unforeseen surges in project workload (up tp 27,000
hrs/yr). The period of performance is contemplated to be 60 months. A
Security Clearance will not be required in performance of this work. An
advance notice was published previously under R&D Sources Sought PKR
95-04 on March 8, 1995. SIC Code 8731 has been assigned. Requests for
copies of the solicitation should be received in writing no later than
ten days from the date of this listing . Requests should be addressed
to HSC/PKRE, 8005 9th Street, Brooks AFB, TX 78235-5353, ATTN: Ms. Lee
Bales. Telephone requests will not be honored. Information is required
in your response as to whether your firm is considered a small
business, small disadvantaged business, or woman owned business. The
RFP is scheduled for release within 30 days from the date of this
publication. All respondees to this synopsis shall include their
assigned Commercial and Government Entity (CAGE) Code (i.e., Federal
Supply Code for Mfrs., a five digit code assigned by Cmdr, Battle
Creek, MI., Ref DOD 5000.12(M)). A preprosal conference, to include a
site visit of the toxicology laboratory, will be conducted at
Wright-Patterson AFB. The exact date, time, and building location of
the prepropsal conference will be in the solicitation. All responsible
sources may submit a proposal which shall be considered by the
sponsoring agency. (0178) Loren Data Corp. http://www.ld.com (SYN# 0002 19950628\A-0002.SOL)
