A -- NOTIONAL SYSTEM CONCEPTS FOR 1995 TECHNOLOGY INITIATIVES GAMES POC Point of Contact: Heatley, CAPT C. J., CNO (N091) 703-697-3031/Keck, Gary 703-614-4480. The Office of the Chief of Naval Operations, Office of Test and Evaluation and Technology Requirements (N091), is requesting submittal of advance notional war fighting concepts which could be in the Fleet by 2015+ for use in the 18-22 September, 1995 Technology Initiatives Game (TIG-95). TIG-95 will assess the potential impact of these concepts on the Navy's future war fighting capability. Revolutionary concepts vice evolutionary concepts are desired, and will be given the greatest consideration. The notional concept to be submitted should be no more than two pages in length (NOT detailed, technical system proposals) and be non-proprietary in content. The submittals are to be classified no higher than SECRET. Submittals should specifically include the following: (a) a statement of what the concept is and what it will do, (b) a brief discussion of what current or future war fighting requirement it will meet, (c) why the concept's capability is revolutionary, how it will support the overall Navy mission, what new Navy missions it will facilitate, how it will radically change the Navy's concept of operations, and whether it is likely to be a Joint system, (d) what critical technological advancements the concept will exploit, the current state of these technologies, what current systems would be rendered obsolete, and how current/planned systems would need to be altered to accommodate the concept, and (e) a pictorial representation of the concept (optional). THIS IS NOT A REQUEST FOR PROPOSALS AND WILL NOT RESULT IN THE AWARD OF ANY CONTRACTS. This is a request for participation by industry to identify possible future concepts that could revolutionize the Navy's war fighting capability, but which will require a focused technology effort. All system concepts submitted also may be considered for game play in other OPNAV War Games and N091's Science and Technology Round Tables. Submittals for TIG-95 must be provided to CNO (N091) no later than 28 July 1995. Submit written responses to: CAPT C. J. This list is not considered to be exhaustive, but rather a starting point: (a) Precision Strike, (b) C$ (including Joint/Multinational/Coalition and Ship-to-Shore) and Information Warfare, (c) Forward Presence and Deterrence, (d) Intelligence, Surveillance and Reconnaissance, (e) Maritime Support of Landing Forces (including Landing Force Mobility and Naval Surface Fire Support), (f) Nuclear Deterrence and Counterproliferation Countermeasures of Weapons of Mass Destruction (including Countermeasures), (g) Air Superiority, (h) Strategic Mobility and Its Protection, (I) Shallow Water ASW, (j) Mine and Countermine Warfare, (k) Antisurface Warfare, (l) Force Cooperative Engagement, (m) Electronic Warfare, (n) Naval Special Warfare, (o) Theater Ballistic Missile Defense, (p) Maritime Interdiction and Surveillance, (q) Sensors, (r) Targeting/Battle Damage Assessment/Combat ID, (s) Common/Consistent Tactical Picture, (t) Platform/Crew Survivability, (u) Non-lethal Offensive Weapons and Countermeasures, and (v) Exploitation of Space and the Environment.
