Goodman, Contract Specialist, 334-264-1820. The Federal Prison Camp,
Maxwell Air Force Base, Montgomery, AL proposes to make a single award,
on a firm-fixed-price, requirements basis, for the provision of on-site
reading instructor services. Session length for provision of services
is three and one-half (3-1/2) hours, and it is anticipated that four
(4) sessions per week will be utilized, if available funding permits.
The initial contract period is from date of award through September 30,
1996, with four successive 12-month option renewal periods, running
from October 1 through September 30 of the respective years. Successful
contractor must provide evidence of successful completion of a Master
of Arts degree in reading or special education; a minimum of one (1)
year of classroom teaching experience; and through classroom experience
or specific education courses, skills in diagnosis and correction of
learning difficulties, curriculum development, and techniques, methods,
and materials used to effectively teach reading. Contractual duties
will include assessment of special educational materials and alternate
learning approaches necessary to meet the needs of inmates assigned to
the Laubach Reading program; preparation of an individualized plan of
instruction to meet the needs of each inmate assigned to the program;
provision of special reading instruction to inmate students functioning
below the fourth grade level in reading and mathematics; and
preparation of a program curriculum designed to maximize successful
participation in the literacy program. For more specific information
detailing the responsibilities of this contractual position, refer to
Section C of the solicitation package. There is some flexibility as to
days and hours on which performance is required; however, all sessions
must be performed Monday through Friday, exclusive of Federal holidays,
and must be commenced after 4:30 p.m. and completed prior to 9:00 p.m.
Detailed security investigative procedures will be required as
outlined in Section H of the solicitation package and will include, but
not be limited to, a urinalysis, fingerprinting, NCIC check, and
five-year verification of employers. All responsible small business
