66 -- INSTRUMENTS AND LABORATORY EQUIPMENT SOL RFP-24-3K06-95 DUE 090495 POC Contact, Jennifer Friel, Contract Specialist, or Brenda Wood, Contracting Officer on (301) 344-3125 The USDA, ARS, intends to solicit and negotiate on a full and open competitive basis for one (1) Isotope Ratio Mass Spectrometer with sample prep system for solids, liquids, and gases. The spectrometer shall include an Auto Sampler capable of measuring isotope ratios for N, C, and O. The precision should be as follows: N Standard Deviation 0.0002% and N-15 (0.3 Delta N-15); C Standard Deviation 0.0001% and C-13 (0.3 Delta C-13); and O Standard Deviation 0.0001% and 0-18 (0.3 Delta 0-18). The spectrometer shall include, but is not limited to, the following: 1) Software controlled (i.e., oxygen pulse); 2) Thermal Conductivity Detector; 3) Computer Control of External Hardware devices (i.e. auto sampler); 4) Inline gas port for gaseous samples (i.e. N20, CO2 analysis); 5) Data archiving in ASCII format, Automatic downloading sample weights; 6) Closed gas system with the ability to trap CO2 gas for Carbon 14 analysis; and 7) Reliable customer support. The Mass Spectrometer and sample prep system shall be delivered F.O.B. Destination to the USDA National Forage Seed Production Research Center in Corvallis, Oregon, within ninety (90) days after contract award. A one year warranty (including travel, parts and service) shall be provided. Installation shall include set-up and training of USDA personnel. Interested offerors should submit requests for the solicitation in writing. Verbal requests will not be accepted. All responsible sources may submit an offer which shall be considered by the agency.
