Office,(804)864-2547. The Transonic Dynamics Tunnel Heavy Gas
Conversion Project is a major Construction of Facilities (CoF) project
which will provide the process, mechanical, and electrical
modifications required to convert the NASA Langley Research Center's
Transonic Dynamics Tunnel (TDT) from heavy gas operations using
dichlorodifluoromethane (R 12) as the test medium to operations using
1,1,1,2 tetrafluroethane (R 134a) as the test medium. The work to be
performed under this contract includes the following heavy gas
reclamation system modifications: a.) disassembly, inspection, rework,
and testing of a Clark, 5 stage, 8500 cfm reciprocating compressor,
b.) removal of existing large diameter pulsation bottles, and
subsequent installation of new ASME coded pulsation bottles with
associated orifice plates and piping modifications, c.) modification of
heavy gas system piping, d.) piping, instrumentation, and structural
modifications to existing cryogenic cold boxes, e.) removal of existing
and subsequent installation of a new fill station for the heavy gas
liquid storage tank, f.) modifications to process gas dryers, and g.)
a complete rework of the heavy gas system electrical controls,
including control room modifications (which includes the removal of
asbestos floor tiles), wiring and conduit installation, field device
installation, process monitoring system installation, and subsequent
point to point checkouts and loop verifications. Other work to be
performed under this contract includes: h.) the installation of a
chilled water refrigeration system, i.) fabrication and installation of
five hydraulic lift and lube systems for the main drive, j.) design,
fabrication, and installation of a cooling water sump filtration
system, and k.) installation of two Government furnished 17,000 cfm
vacuum blowers. Specialized experience is required in the area of the
compressor overhaul and ASME coded vessels, and bidders will be
required to provide certifications and experience history. Several
tasks will require rigging and lifting of large heavy components and
materials. The contractor will be required to develop a detailed
construction schedule utilizing commercial software, and provide
periodic updates, analysis, and projections. Due to the diversity of
the tasks required, and the large amount of integration effort that
will be necessary to complete the work on schedule, the Government
intends to encourage partnering with the contractor. A pre-bid
conference, including a site visit, will be held on August 16, 1995, at
Langley Research Center. The contract is expected to be awarded by the
end of September 1995, and on site construction is scheduled to
coincide with a tunnel shutdown, from early May 1996, to the end of
March 1997. Contract duration 547 days--Estimated cost range between
$1,000,000 and $5,000,000--All responsible sources may submit a bid
which will be considered by the Agency--Bid opening date is
