DESCRIPTION: The AC-130U Contracting Division (ASC/LUUK) at
Headquarters Aeronautical Systems Center, Wright-Patterson Air Force
Base, Ohio intends to issue a Request for Proposal for sustaining
engineering support of the AC-130U Gunship for a one year period
starting in January 1997 with four (4) follow-on priced options of one
year each. The intent of this support is to procure the engineering
and management staff necessary for planning and incorporating such
things as deficiency or compatibility update modifications,
studies/analyses to determine causes of failures, trade-off studies,
investigations to identify faults or detect defects causing impaired
performance or unsafe conditions, analyses to determine deficiencies in
software, assess application of technological enhancements to the
weapon system, prepare Engineering Change Proposals (ECPs), and
maintain applicable documentation and data bases. The AC-130U Gunship
aircraft is a basic C-130H airframe modified by Rockwell International
Corporation with visual and electronic sensors, warning and
countermeasure systems, fire control system, 25, 40 and 105MM weapon
systems, in-flight refueling capability, navigation and communication
equipment, armor, and other features. All are highly integrated to
enable the aircraft to perform various special operations and
conventional gunship missions. Potential offerors must be thoroughly
familiar with the highly integrated AC-130U weapon system capable of
providing sustaining engineering support for the AC-130U aircraft and
software programs. Engineering data and technical orders for the
AC-130U weapon system will not be available until 1997 or later. An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his concern during the proposal development phase of this acquisition.
Potential offerors should use established channels to request
information, pose questions, and voice concerns before resorting to the
