The George Washington and Jefferson National Forests proposes to award a contract for professional engineering services. The work involves design of Appalachian Trail relocation including James River (650') and Rocky Row Run (50') trail bridges, parking lot (15-20 cars), and trail relocation (1/4 mi.) connecting these facilities. The site is located on the James River at Snowden, Virginia 1/2 mile north (up river) from the US 501 highway bridge utilizing existing (abandoned) abutments and piers. Design shall be in accordance with VDOT requirements. VDOT will administer construction contract. The proposed design contract time is 90 days. Significant Evaluation Factors (in order of importance): (1) Professional qualifications and experience of staff proposed for performance of required services especially of the staff assigned to the project (Specifically structural engineers and landscape architects on staff); (2) Specialized experience and technical competence in the type of work required. (Specifically projects requiring coordination with the railroad industry and use of pre-engineered bridges of welded steel and timber deck construction); (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographic area of the project (within one hundred (100) miles of Roanoke, Virginia) and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; (6) The volume of work previously awarded by the Forest Service will be evaluated with the objective of effecting an equitable distribution of the contracts among qualified A & E firms, including minority, 8(a), or small disadvantaged firms that have not had prior Forest Service contracts.
