Mountain National Forest is soliciting proposals for up to three
facilitator/trainers for the Green Mountain and Finger Lakes National
Forests, located in the States of Vermont and New York. The contract
will be an Indefinite Quantities type contract with a Base Year and
four Option Years. Delivery Orders will be issued for individual
projects. The Base Year will be awarded to one Offeror and will require
training and facilitation services be provided with emphasis on teams
for a new organization. The four Option Years may be awarded to up to
three Offerors, and will require: 1) close work with a transition team
in the development of a Transition Action Plan; and 2) provide
training and facilitation for the Forest Teams, including the
Leadership Team. The Base Year will cover the period from the date of
award, approximately September 15, 1995 through September 14, 1996.
Option year 1 will cover the period from September 15, 1996 through
September 14, 1997. Option Year 2 will cover the period from September
15, 1997 through September 14, 1998. Option Year 3 will cover the
period from september 15, 1998 through September 14, 1999. Option Year
4 will cover the period from September 15, 1999 through September 14,
2000. The solicitation will be a Request For Proposals, with price and
technical criteria required for evaluation. Technical evaluation
criteria will relate to project strategy and methods; understanding of
the problem and the soundness of the proposal; abilities, skills, and
qualifications of the key professionals assigned to the project
including experience relevant to assigned responsibilities; experience
and background related to public sector organizations, workforce
reorganization, including the development and implementation of
transition plans; and experience and background related to this
