Substance Abuse and Mental Health Services Administration (SAMHSA) is
soliciting proposals on a competitive basis from organizations
qualified to conduct the 1997 National Household survey on Drug Abuse
(NHSDA). The survey is based on a national probability sample of
respondents, using person- to-person interviews with selected
respondents at their place of residence. Each selected household is
screened for household members eligible for a voluntary interview. This
proposed procurement will use a paper and pencil (PAPI) questionnaier
and screening form. Minimum survey response rate specifications are:
screening response rate of 96 percent and interview response rate of 80
percent. The sample design employs oversampling of young people,
blacks, and Hispanics. The scope of work includes all tasks necessary
to design and conduct a complete survey, including sample design,
sample selection, field data collection, data processing, data
analysis, production of data files, and production of high quality
report for publication and widespread distribution. In addition to
conducting the 1997 NHSDA, the vendor will be required to convert the
current PAPI survey instruments into an electronic format
(CAPI/audio-CASI), and conduct a field test on the new instruments in
1998. The successful offeror must demonstrate the capability to: Design
and implement a complex national sample meeting mimimun specified
percision requirement, hire and train a field interviewer staff
sufficient to complete a large number of personal face-to-face
interveiws throughout the United States, edit and process all collected
data, analyze survey results, and produce scientific reports. The
instruments conversion task requires an understanding of sophisticated
computer technology associated with CAPI/audio-CASI techniques. Note:
Past Performance will be used as a criterion in evaluating technical
proposals. The proposed project is contingent upon receiving OMB
clearance. Estimated issuance date of RFP 283-96-0001 is July 31, 1995
and responses are due to be received in the Contracts Office 60
calendar days thereafter. The solicitation may be obtained in either of
two ways; electronically, by downloading a file from the SAMHSA
Bulletin Board System (BBS) at 1 (800) 424-2294 or by mail. To download
from the BBS, you should set your communications program at 8 data
bits, 1 stop bit, and parity at none (8-1-none). SAMHSA's modems will
communicate at 1200 to 9600 BPS and can negotiate with higher speed
modems. If your modem is slower then 1200 BPS, you will not be able to
use this BBS. Our software can use several common transfer protocols.
We recommend Zmodem if it is available in your communications progarm;
however any of those listed on the BBS should prove satisfactory. Large
files will be posted as self extracting compressed files to save time
during the transfer. Hardware compression features in the modems will
be relied upon to provide compression for smaller files. Upon reading
the file electronically downloaded you should determine if you have a
continuing interest in the RFP. If so. you must either write the
individual identified below that you wish copies of amendments to the
RFP (if any) sent to you by mail or check the BBS regularly for
amendments which will also be posted there and can be downloaded
electronically. You may choose either method for obtaining amendments.
Note, however, that if you rely on the BBS for obtaining amendments,
at this time we have no way to assure, and will therefore assume no
responsibility for assuring, you have downloaded these amendments.
Requests for copies of the RFP to be mailed must be made in writing and
will be honored if received within twenty (20) calendar days after
issuance of the solicitation. Requests received after this period will
be filled on a first-come, first- served basis until the supply is
exhausted, however, there is no assurance that copies requested after
the twentieth day will reach the requestor before the due date for
receipt of responses. Requests shall be forwarded to the attention of
