Hurlburt Field FL intends to negotiate on a sole source basis with
Chadwick Helmuth for 1 each MH-53J Vibration Monitoring Training System
(VMS-TS) to include the purchase of VIBRALOG for Windows SE, or equal,
software, and the integration of this software into government
furnished personal computers to provide an overall Vibration Monitoring
System to train an initial cadre of six (6) students. These students
will become proficient in performing basic track and balance, random
spectrum, downloading monitor data, setting up trend routes and
downloading data to a ground based station. This procurement is being
exercised under the authority of FAR 6.302-1 and 10 USC 2304 (C) (1).
The Air Force will provide the personal computers, data transfer
unit's, Windows Software and television (if required). The contractor
will be required to provide, as a minimum, specified software, any
special cabling, signal simulators and other interface hardware as
necessary, any other software than that provided by the Air Force,
training materials and instructor(s) with extensive experience working
with the Chadwick-Helmuth Company, Inc. Vibration Monitoring System
installed on the MH-53J aircraft. This solicitation will be issued
approximately 25 Jul 95. This acquisition is approved for a sole source
contract action. Chadwick-Helmuth is the sole source manufacturer of
the vibration monitoring system on the MH-53J aircraft and the
propietary software which analyzes the data taken from that system. Is
is not known of any other source that can provide this training system
without violating company proprietary data rules. This notice of intent
is not a request for competitive proposals, however, all responsible
sources may submit an offer which will be considered. Award will not be
made on the basis of responses to this synopsis. Firms responding to
this synopsis should reference the solicitation number and indicate
whether or not they are a small or small disadvantaged buisness concern
as defined in FAR 52.219-1 and 52.219-2 and whether they are a
