Naval Submarine Medical Research Laboratory (NSMRL), in conjunction
with the Naval Undersea Warfare Center (NUWC), is augmenting its
research on mortality rates in personnel who served in the United
States Navy nuclear submarine service. The objective of this research
is to update service, submarine exposure, and mortality information on
a cohort of over 76,000 men with submarine service from 1969 to 1982.
The results of these updates will then be compared to Standardized
Mortality Rates in the general male population and possibly to a
healthy worker'' or veteran comparison group. There will be a
contractual requirement that these results be published in a peer
reviewed journal. The results of the previous research in this area
were reported in the ''The mortality of US nuclear submariners,
1969-1982'', Journal of Occupational Medicine, 1993, 35, pp. 501-509.
This update will require two years to complete the data collection and
analysis, with a third year to prepare the manuscript for publication.
Access to US Navy personnel records will be arranged by the government.
The original database will be provided to the successful offeror upon
contract award on electronic media. However, information in this
database will need to be updated by the offeror. The government desires
that this research be done by a university to prevent any bias.
Companies who wish to perform this research will be required to
demonstrate that they are not biased, ie. have no financial interests
as a prime or subcontractor providing any submarine systems or
components. This will be a Cost No Fee type contract (if awarded to a
university or non-profit organization) or a Cost Plus Fixed Fee
