This is a notice of intent to issue a Request for Quotation (RFQ) 228-39230-0000/712 on a noncompetitive basis in accordance with 10 U.S.C. 2304(c)(1) ''Only One Responsible Source'' to Johnson Controls, 2730 Ayliff Rd., Norfolk, VA 23513, to provide services for expansion of the Johnson Controls Energy Management System in Buildings F-10, N-162, W-65, and F-2 at NASA, Wallops Flight Facility, Wallops Island, VA. Services include software, programming, wiring diagrams, and engineering drawings necessary for controlling various HVAC equipment. No other company can provide these services because the hardware, software, wiring diagrams, and engineering diagrams are proprietary to Johnson Controls. It is anticipated that the RFQ resulting in a purchase order will be issued on or about August 10, 1995. Any firms desiring consideration are requested to fully identify their capability to supply these services within 15 days of publication of this synopsis to GSFC/WFF and the individual listed above.
