Install Wind Generators, Phase 1 - ECIP, Kaena Point Satellite Tracking
Station, Oahu, Hawaii. Procure, design and install wind generators to
produce 800 kW/hr average wind power. The maximum wind power capacity
will be 1500-1750 kW. The wind generator system will include control
equipment, switchgear, control building, high voltage power delivery
transmission lines, and will provide low cost, renewable electrical
power. The Contractor will be required to design the windmill tower and
the concrete foundation for the tower. SPECIAL NOTE: Contract award
will be based upon the contractors technical evaluation, management
capabilities and price. Price is not the sole determinant in the
evaluation for award. EVALUATION CRITERIA: (a) capability to perform
all site work, (b) experience, by number of projects and years, in wind
generation design and/or construction, (c) experience, by number of
projects and years, in construction in an ocean environment, and (d)
experience, by number of projects and years, in similar construction
with security restrictions. For this project, all questions should be
submitted no later than 14 days before proposal closing date. Questions
received after 14 days prior to closing date will not be considered.
The proposed contract is unrestricted. The estimated cost of the
proposed project is between $1 to $5 Million. Solicitation to be issued
O/A August 04, 1995. Documents to be available at $30.00 set for
specifications and full-size drawings. Payment must accompany request.
Checks and money orders to be made payable to the US Army Engineer
Division, Pacific Ocean. Payment will not be refunded and
specifications and drawings need not be returned. Small and
disadvantaged firms are encouraged to participate as prime contractors
or as members of joint ventures with other small businesses and all
interested contractors are reminded that the successful contractor will
be expected to place subcontracts to the maximum practicable extent
with small and disadvantaged firms in accordance with the provisions of
